On November 7, 2006, Mr. Johnson pled guilty to the charge of sexual assault, was convicted and sentenced to 10 months in jail and two years probation. On November 15, 2007, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement in which Mr. Johnson agreed to not be issued a Certificate of Qualification for an indeterminate period of time.

In March 2011, while Mr. Davidson was using a projector to show his middle school class instructional material, a female student saw a shortcut to “school girl porn” on his laptop. The student’s parent reported it to the school. A school district investigation found that Mr. Davidson’s laptop contained 14 web links to pornography videos. The titles of some of the links included references such as “schoolgirl,” “teacher” and “coach.” The history of sites visited on the computer included further references to pornographic materials. An RCMP review of Mr. Davidson’s laptop concluded that the pornography websites that were visited portrayed adults in pornographic roles and not of child pornography. Mr. Davidson relinquished his College certificate of qualification in April 2011. On December 21, 2011, the Preliminary Investigation Sub-Committee approved the Consent Resolution Agreement in which Mr. Davidson undertook that he would not re-apply for, nor would he be re-issued, a certificate of qualification for a period of no less than 15 years.

admitted to professional misconduct. Mr. Dutt was employed as a teacher at a secondary school when the incidences took place. Firstly, Mr. Dutt accompanied a female student to a medical appointment for treatment of depression with knowledge that the student was concealing the appointment from her parent. Secondly, Mr. Dutt disregarded his principal’s instructions to sleep in a different hotel room than the female chaperone during a field trip. In addition, Mr. Dutt behaved inappropriately with one of his Grade 12 students by giving her a piggyback ride; massaging her feet and lower legs while she had her legs stretched over his lap; applying Vicks VapoRub to her neck and throat while she was sitting between his legs and again while she was lying on her bed in the hotel room; and slept with this student on the same bed under a blanket. Thirdly, Mr. Dutt paid extensive and unsolicited attention to a Grade 12 student by attending at her place of employment; buying her perfume and lunch; and permitting her to sit on his lap in the student council room while alone. On September 4, 2008, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement under which Mr. Dutt agreed, that should he, in the future, apply for a new teaching certificate, his application will be referred to the Fitness Investigation Sub-Committee.

admitted that his conduct leading to a criminal conviction on December 15, 2006, under the Criminal Code for two counts of indecent assault, two counts of gross indecency and one count of common assault, constitute professional misconduct and conduct unbecoming a member of the College. The convictions relate to Mr. Ellison's conduct with students while he was a high school teacher at Vancouver's Prince of Wales Secondary School in the Quest Program, an outdoor education program for grade ten and eleven students. Mr. Ellison's sexual contact with students included kissing, fondling and digital penetration and cunnilingus. On March 1, 2007, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement which stipulates that the College will not issue him a College teaching certificate for an indeterminate period.

admitted to conduct unbecoming a member of the College. Mr. Fortin was employed as a teacher in a private school in Istanbul, Turkey from August 2002 until October 2006. In 2006, Mr. Fortin was arrested in Turkey on charges of possession of marijuana, possession of child pornography and sexual exploitation of children. After a trial on December 11, 2006, the Court found Mr. Fortin guilty on the charge of possession of marijuana and the possession of child pornography. He was acquitted on the charge of sexually exploiting children. On July 4, 2008, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement which stipulates that the College will not issue him a College teaching certificate for an indeterminate period.

admitted to conduct unbecoming a member of the College. Mr. Hebditch was employed as a secondary school teacher when, in June 2003, two allegations of misconduct arose. The school where Mr. Hebditch taught received a report that he was involved in sexual relationships with two male students. The investigation into the allegations was inconclusive. In October 2006, a new investigation was launched. At this time, one of the students stated during his interview that Mr. Hebditch had frequently initiated unwanted physical contact. The student also stated that Mr. Hebditch had frequently made comments to him regarding his physical appearance, which made him feel uncomfortable. On March 11, 2011, the Preliminary Investigation Sub-Committee approved the Consent Resolution Agreement in which Mr. Hebditch agreed not to reapply for a College certificate of qualification for a period of no less than 15 years. Mr. Hebditch’s College certificate of qualification was cancelled on November 1, 2008 for non-payment of fees.

While he was a high school teacher at Vancouver’s Prince of Wales Secondary School in the Quest Program, an outdoor education program for grade ten and eleven students, he engaged in a sexual relationship with a grade 11 student. The relationship progressed to sexual intercourse and a common-law relationship that lasted for 10 years. On June 12, 2008, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement which stipulates that the College will not issue him a College teaching certificate for an indeterminate period and his undertaking not to seek readmission to the College at anytime in the future.

Mr. Martindale was employed as a high school physical education and arts teacher at the time of the incident in October 2008. While travelling with the senior boys’ volleyball team and staying at a hotel overnight, Mr. Martindale approached two hotel staff members, twice each and on separate occasions, and exposed his penis. Hotel staff reported that the zipper of Mr. Martindale’s pants was open but that the button was done up. One staff member also reported that it was not clear whether Mr. Martindale’s actions in exposing himself were intentional. On December 21, 2011, the Preliminary Investigation Sub-Committee approved the Consent Resolution Agreement in which Mr. Martindale undertook that he would not re-apply for, nor would he be issued, a certificate of qualification for a period of no less than five years. His certificate of qualification was cancelled due to non-payment of fees on November 1, 2010.

Mr. McFarland, an athletic director of a school, was found to have misappropriated school/district funds occurring over the period of approximately 1998 to 2005. On May 3, 2006, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement under which the respondent relinquished his teaching certificate.

admitted to professional misconduct. Mr. McVean was vice-principal of a school that provides distance educational programs to students. In 2005, he was suspended by the school district due to his inappropriate involvement with a student’s education program. Mr. McVean acknowledged that he made an error in judgment in assuming the role of advisor for this student. On March 12, 2008, the Preliminary Investigation Sub-Committee (the “Sub-Committee”) approved the Consensual Resolution Agreement and Mr. McVean’s acceptance of a reprimand.

admitted and was found guilty of conduct unbecoming a member of the College. The Member admitted that he was guilty of the charged offence of possession of altered obligations of the U.S., in violation of Title 18 United States Code. Specifically, the Member had in his possession, and brought into the United States from Canada, forty $5.00 Federal Reserve Notes which had been altered to appear to be $100.00 Federal Reserve notes. The Member knew that these Notes were altered, and entered the United States with the intent to defraud. On January 30, 2007, the Preliminary Investigation Sub-Committee agreed to a Reprimand. The Sub-Committee was satisfied that the interests of the public, profession and the member will be best served without disclosure of the Member's name in the particular circumstances of this case. The Member has expressed his regret and remorse regarding the incidents related to the criminal proceedings and that he poses no risk to repeat the conduct in question which occurred in 2004.

The Member ceased teaching in 2000, and the school district directed that she refrain from returning to work until she received medical clearance. The Member commenced legal action against the school district and others, and these proceedings came to the attention of the College in September 2007. On January 16, 2008, PISC approved the Consensual Resolution Agreement under which the Member agreed to relinquish her College Professional Certificate and to not apply for reinstatement for a College teaching certificate until such time certain conditions are fulfilled. PISC agreed to withhold her name from publication due to her health status.

admitted to professional misconduct. In March and April of 2007, the Member had a student teacher completing her practicum under his supervision and in his classroom. During this time he entered into discussions with the student teacher that were inappropriate and deeply personal in nature, such as the marital problems and sexual issues he was having with his wife. In addition, when the Member was alone with the student teacher, he gave her a gift and then leaned into her to give her a kiss on the lips. Further, he sent the Member an email that stated how their relationship had changed from a working one and in another email; he informed the student teacher that he gave Human Resources a glowing report. On January 27, 2009, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement and the Member’s undertaking to provide the Sub-Committee with confirmation and completion of a course in sexual harassment.

admitted to professional misconduct and conduct unbecoming a member of the College. The Member pleaded guilty to a charge of sexual exploitation, contrary to Section 153 of the Criminal Code of Canada. The Member admitted that, over a period of several months, he engaged in a sexual relationship with a 17-year-old female grade 12 student in his class. As part of his sentence, the Member was ordered to comply with the Sexual Offender Information Registration Act and provide a DNA sample. The court imposed a publication ban on all matters related to the criminal proceedings. On February 2, 2011, the Preliminary Investigation Sub-Committee approved the Consent Resolution Agreement in which the Member agreed to never reapply for a College certificate of qualification. The Member’s College certificate of qualification was previously cancelled for non-payment of fees. The Sub-Committee agreed to withhold the Member’s name from publication in order to protect the student’s identity.

admitted that he was incompetent due to a medical condition. While experiencing the symptoms of his mood disorder, he exercised poor judgment and failed to maintain appropriate and professional boundaries between himself and students. The Member made inappropriate comments towards students and encouraged them to engage in improper activities. On March 12, 2008, the Preliminary Investigation Sub-Committee (the “Sub-Committee”) approved the Consensual Resolution Agreement and the Member’s undertaking not to teach until such time that certain conditions are fulfilled. The Sub-Committee agreed to withhold his name from publication due to his health status.

In April 2009, a school district reported that Member CR-A03-10, a secondary school social studies teacher, resigned following an investigation into allegations that he had an inappropriate relationship with a female student. In February 2009, a custodian at the secondary school, where the Member was employed, informed the school district that he had found the Member after school hours in various locked and darkened classrooms with a female student. On one occasion, the custodian was unable to open the door of a storage closet as the Member was with the female student and holding the door shut from the inside. In its investigation, the school district found that the Member had lied regarding when he had ceased communications with the student. On March 4, 2010, the Preliminary Investigation Sub-Committee approved the Consent Resolution Agreement in which the Member agreed to relinquish his College certificate of qualification.

received three less than satisfactory teaching reports from the school district where he was employed until his resignation in 2003. On April 11, 2007, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement and accepted the member's undertaking not to apply for or accept a teaching position in any jurisdiction for which a College certificate of qualification is required until such time certain conditions are fulfilled. In light of the fact that the member is not teaching and agrees to complete a remediation program before resuming teaching, the Preliminary Investigation Sub-Committee agreed to withhold his name from publication.

admitted that he was incompetent due to a medical condition. In July 2006, the Member was employed as a physical education teacher at a secondary school when he participated in a school-sanctioned trip to Cuba with the basketball and field hockey teams. During the trip, the Member attempted to cultivate an inappropriate relationship with an 18-year-old female student. While they were alone together in the water at the beach, the Member pulled the student into a hug, told her he loved her and kissed her three times on the lips. When she began swimming away, the Member untied her bikini top and fondled her breasts from behind. Later that day, he also smacked the student on the buttocks. The College’s investigation also found that the Member had, in previous years, smacked female students on the buttocks. On April 15, 2010, the Preliminary Investigation Sub-Committee approved the Consent Resolution Agreement in which the Member agreed to relinquish his College certificate of qualification. He agreed not to apply for a new certificate until he provides a psychiatric report that satisfies the Preliminary Investigation Sub-Committee of his fitness to teach.

admitted that she was incompetent due to a medical condition. In September 2004, the member suffered from an untreated mental illness and experienced auditory delusions that gave rise to unpredictable behaviour, which she has no memory of. On May 27, 2008, the Preliminary Investigation Sub-Committee (The “Sub-Committee”) approved the Consensual Resolution Agreement under which the Member agreed to relinquish her College Professional Certificate. The Sub-Committee agreed to withhold her name from publication due to her health status.

admitted to incompetency due to a medical condition. While employed as a middle school teacher during the 2004-2005 school year, the Member admitted to the school district that she was addicted to cocaine. In addition, the Member forged a medical certificate which she submitted to the school district stating that she was fit to return to work full-time. On May 26, 2009, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement and accepted the Member’s undertaking not to apply for a College certificate until such time certain conditions are fulfilled.

was terminated by a school district in December 2002, on the basis that he did not show appropriate leadership as a principal. The Member acknowledges that he did not complete the accreditation process in the original timeframe and did not comply with certain directives and policies to the satisfaction of the school district. On June 26, 2006, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement and accepted the Member's undertaking not to apply for employment as a principal, vice-principal, director of education or any position that involved duties other than those of a teacher, in any jurisdiction, for which a College certificate of qualification is required.

In December 2004, the College was notified by a school district that the Member was issued a reprimand for dividing her classroom into two groups, the "retards" and the "experts". The Member acknowledged that she did state that the group that did not complete its homework "retarded" the progress of the class, but said that she intended the word "retarded" to convey the meaning "delayed". The school district's report to the College also included two prior disciplinary actions taken against the Member for use of inappropriate language with students. On June 20, 2007, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement and accepted the Member's undertaking not to teach until such time that certain conditions are fulfilled. The Preliminary Investigation Sub-Committee agreed to withhold her name from publication due to her health status.

admitted to incompetency due to being diagnosed with a medical condition. In 2005, after the Member and his wife separated, his wife obtained an order prohibiting him from contacting her or their young children. In November 2005, he was arrested and charged under the Mental Health Act for arson. The Member impulsively doused himself and his car in gasoline and proceeded to light a towel on fire in response to his wife’s refusal to see him. In May 2006, the Member pled guilty to charges of mischief and breach of the restraining order. He was given a conditional discharge, with two years probation and conditions. Around November 2006, he approached his wife and children at a restaurant and was subsequently charged with a breach of the probation order. In January 2007, the Member pled guilty to a breach of the no contact order and of the prohibition upon possessing incendiary devices and was sentenced to one day in jail. On June 4, 2009, the Preliminary Investigation Sub-Committee accepted the Consensual Resolution Agreement and the Member’s agreement not to work in any position, paid or unpaid, that requires a College teaching certificate until certain conditions are fulfilled.

admitted to professional misconduct. While on a temporary assignment in a grade 2 class, the Member verbally instructed two students to take their seats for the beginning of the next class. When they did not comply, without further warning, the Member approached the students from behind, placed a hand on the back of each student’s neck and, using sufficient force to physically move the students, she directed them to their seats. The incident caused lasting emotional distress to both students. The Member apologized to the students and the class for the incident. On June 25, 2010, the Preliminary Investigation Sub-Committee approved the Consent Resolution Agreement in which the Member agreed to relinquish her College certificate of qualification.

A district investigation found that while Member CR-A06-11 was employed as an elementary school counsellor, he jeopardized the safety of a student by not following the Ministry of Children and Families protocol procedures for reporting allegations of abuse and neglect, discussed matters related to sensitive issues in an inappropriate manner and conducted himself unprofessionally while working with parents and students. In April 2010, the Preliminary Investigation Sub-Committee determined to issue the Member a citation. On June 17, 2011, the Preliminary Investigation Sub-Committee approved the Consent Resolution Agreement in which the Member agreed to relinquish his College certificate of qualification. As a result, the citation was rescinded.

received three less than satisfactory teaching reports and dismissal from employment. On July 30, 2004, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement and accepted the respondent's undertaking not to apply for any position requiring a College teaching certificate until certain conditions are fulfilled.

admitted that he took on the role of a personal counselor with a student in his class. The Member acknowledged that the counseling role may have breached certain professional boundaries but denies that the relationship ever became sexual or romantic in any way. Further, he admitted that the counseling relationship developed during a time in which he was experiencing difficult personal issues and stress related to teaching. On July 26, 2006, The Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement and accepted the Member's undertaking not to practice for a period of one year from the date of the Agreement and to return to teaching after the expiry of that year only after satisfying certain conditions. The Committee rescinded the citation and were satisfied that publication would cause grievous harm to the Member's psychological condition.

admitted to professional misconduct. In June 2006, prior to the Social Studies 11 provincial exam being administered, the Member told approximately ten students what the essay questions would be on the exam and told them what points to include in their responses. Students confirmed after writing the exam that the questions on the exam were those the Member had described. On July 18, 2007, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement. The Committee determined that publication of the Member's name be withheld as publication would cause grievous harm to the Member and other parties.

admitted to professional misconduct. In 2005, he was convicted under section 153(1)(A) of the Criminal Code of Canada and was sentenced to imprisonment for two years less a day and 12 months probation. The Member was a teacher at a Christian school in Alberta when he engaged in sexual relations with a 16-year-old female student between 2004 and 2005. On July 4, 2008, the Preliminary Investigation Sub-Committee (the “Sub-Committee”) approved the Consensual Resolution Agreement under which the Member agreed to an indefinite bar to the reissuance of a College Professional Certificate and his undertaking to not apply for a College teaching certificate in the future. The Sub-Committee agreed to withhold his name from publication as publication of his name may cause grievous harm to or identify the victim.

– In June 2005, the Member was employed as a Teacher-on-Call when he was suspended from his school district on the basis that he had touched the breast of a seventh-grade female student. The Member denied that he touched the student. On July 6, 2009, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement under which the Member agreed to relinquish his College Certificate of Qualification and agreed that should he ever apply for a new teaching certificate, his application will be referred to the Fitness Investigation Sub-Committee in accordance with section 25 of the Teaching Profession Act.

in his capacity as a substitute teacher’s assistant, held a girl’s hand making her very uncomfortable and also told a young man in the class that he was or looked sexy. In a further incident, the Member inappropriately touched a female student by reaching into her back pocket as she leaned over to put something away near his desk. On September 5, 2007, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement and the Member's undertaking to participate in and successfully complete a College Boundary Violation workshop and to provide confirmation of registration and completion of the program prior to December 31, 2007.

admitted that, between 2002 and February 2006, he was incompetent due to a medical condition, namely alcohol dependence. He had a history of absences and other allegations relating to his conduct, all of which related to his alcohol dependency. On September 4, 2008, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement wherein the Member agreed to comply with the treatment recommendations in order to abstain from alcohol and other mood-altering drugs. The Sub-Committee agreed to withhold the Member’s name from publication as it is satisfied that the public interest will be protected.

In May 2008, the College was advised that the Member, who was a secondary school teacher, allegedly touched the breast of a fifteen-year old female student during a private math tutoring session. The Member has consistently denied the allegation. On September 14, 2009, the Preliminary Investigation Sub-Committee accepted the Consensual Resolution Agreement under which the Member agreed to relinquish his College Professional Certificate. He also agreed that should he ever apply for a new teaching certificate, his application would be referred to the Fitness Investigation Sub-Committee in accordance with section 25 of the Teaching Profession Act.

admitted to professional misconduct. In November 2009, while employed as a grade one teacher at an elementary school, the Member and her class of 19 students attended at the school library for a story-reading by the librarian. During this session, the Member repeatedly raised her voice at the class when she perceived students to be misbehaving. When a student reached out and touched a book, the Member grabbed the student by the hand or arm and physically pulled him toward the front of the class while speaking loudly to him. The Member repeated this behaviour when a second child reached out for a book. During an investigation of this incident, two further complaints against the Member were received by her employer, which involved the Member speaking too loudly to and physically mishandling students. On September 9, 2010, the Preliminary Investigation Sub-Committee approved the Consent Resolution Agreement in which the Member agreed to an undertaking to complete an anger management course or counselling that addresses her anger management issues.

acknowledged and accepted that his teaching methodology of identifying student's ethnic backgrounds carried with it some risk in terms of offending individual student's ethnic sensitivities. While these risks can be mitigated by a teacher through open and considerate communication and diligent respect for the student's individual feelings, a teacher who fails to take such positive steps as are reasonable in the circumstances may be engaging in professional misconduct. The Member acknowledged that it is the responsibility of each teacher to ensure that their interactions with students are conducted in an ethical manner free from discrimination with regard to ethnicity. On October 1, 2007, the Preliminary Investigation Sub-Committee agreed that the citation be rescinded and publication of the Member's name be withheld due to his frail state of health and efforts to pursue treatment for same.

was issued a letter of discipline from the school district in 2004. The Member was alleged to have struck the complainant’s daughter across her bottom in gym class. The Member has denied the allegation. On October 28, 2008, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement in which the Member agreed to relinquish her College Certificate of Qualification. The Sub-Committee agreed to withhold the Member’s name from publication as it is satisfied that the public interest will be protected.

was terminated from employment by a school board due to concerns regarding his teaching skills. A grievance was filed and resolved when the termination was rescinded and substituted with a resignation. On November 2, 2005, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement and accepted the member's undertaking not to apply for or accept a teaching position in any jurisdiction for which a College certificate of qualification is required until such time certain conditions are fulfilled.

admitted that she was incompetent due to a medical condition. She acknowledged that during the 2000/2001 year, she exercised poor judgment and failed to maintain proper boundaries with her students. The member engaged in physical horseplay with students and employed inappropriate words and phrases such as, "Dumbass", "Shit" and "Don't make me kick your ass". Further, she acknowledged that she developed a relationship with a student that was too emotionally intimate and engaged in conduct which she admitted was inappropriate. On November 9, 2006, the Preliminary Investigation Sub-Committee agreed to rescind the citation and approved the Consensual Resolution Agreement accepting the member's undertaking not to apply for or accept a teaching position for which a College certificate of qualification is required until such time certain conditions are fulfilled.

While he was employed at a secondary school, he admitted that he had an inappropriate relationship with a grade 11 female student. His conduct included email communications that went beyond the normal student/teacher relationship, and which continued despite a directive from his employer not to interact with her. The student’s email account that she used to communicate with the Member was called “your girl” and his account was called “your man”. In communications with the student, he was sometimes disrespectful of colleagues, including comments about another teacher’s sexuality. On November 19, 2009, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement in which the Member accepted a three-month suspension, effective from the date of approval. The Sub-Committee agreed to withhold the Member’s name from publication in order to maintain the confidentiality of the student.

admitted to professional misconduct. In June 2004, while employed as a secondary school teacher, the Member engaged in “wrestling” horseplay with a female student, during which he placed his hand down the front of her pants. In November 2004, the Member and several students placed reinforcement stickers on one another as a form of joke. Shortly after this, while alone in his office with one of the students, the Member placed stickers on her stomach, placed his fingers inside the waistband of her pants and touched her stomach. During the district’s investigation, the Member attempted to persuade this student not to disclose his behaviour to the district. The Member acknowledged that he engaged in this behaviour, but that the physical contact was unintended. On September 8, 2008, the College issued a citation to the Member. On November 23, 2010, the Preliminary Investigation Sub-Committee approved the Consent Resolution Agreement in which the Member agreed that the College will not issue him a College certificate of qualification for an indeterminate time, and should he ever apply for a new teaching certificate, his application will be referred to the Fitness Investigation Sub-Committee in accordance with section 25 of the Teaching Profession Act. As part of the agreement, the citation was rescinded. The Member’s College certificate of qualification was cancelled for non-payment of fees on November 1, 2008.

received three consecutive less then satisfactory teaching reports from the school district where he was employed until his termination in 2006. The Member admitted that he had generally ineffective teaching techniques, which included his inability to apply educational planning and instructional overviews into actual classroom practice. On December 16, 2008, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement in which the Member agreed to relinquish his College Certificate of Qualification and his undertaking to not apply for readmission to the College until certain conditions are fulfilled. The Sub-Committee agreed to withhold the Member’s name from publication as it is satisfied that the public interest will be protected.

He was employed as a teacher-on-call when he engaged in inappropriate behaviour with a student, including giving her numerous rides in his car, taking her to restaurants after school and paying for her meals, inviting her to play pool with him outside of school hours, giving her money for hair extensions, and contacting her numerous times via Facebook, text messages, and phone calls. On December 11, 2009, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement in which the Member agreed to relinquish his College certificate. His College certificate of qualification was cancelled on November 1, 2009 for non-payment of fees.

admitted to professional misconduct and agreed that her conduct was contrary to College Standards 1, 2 and 4. The College was notified that the Member was suspended pending an investigation into her conduct with a female student, and was then further notified when the Member resigned her position with her employer. The district investigation found that the Member and the student began spending time together, and the Member then took on a “care giver” role with the student, eventually suggesting to the student that she could stay overnight at her house if and when the student felt she needed to or wanted to. The student accepted the offer, even though prior arrangements were not always made with her parents. On a few occasions, the Member slept in an adjacent room with no door while the student slept in her bed. At other times, the Member slept on the floor in the same room while the student slept in her bed. On at least one occasion, they shared the Member’s bed, despite alternate sleeping arrangements being available. There was no physical touching or intimate contact. On a number of occasions, the Member took the student out for meals. They also sometimes linked arms or held hands and hugged. The Member admitted that she chose not to follow the directions she received from her employer not to communicate with the student during the course of the investigation. On December 21, 2011, the Preliminary Investigation Sub-Committee approved the Consent Resolution Agreement in which the Member agreed to relinquish her College certificate of qualification.

admitted to conduct unbecoming a member of the College. In about 2004, the member played a game with a nine-year-old neighbourhood girl that was staying at his family home along with her sister. During the course of the game, the member licked the side of the girl’s face including the ear. On March 12, 2008, the Preliminary Investigation Sub-Committee (the “Sub-Committee”) approved the Consensual Resolution Agreement under which the Member agreed to relinquish his College Professional Certificate. In order to protect the identity of the children, the Sub-Committee agreed to withhold his name from publication.

admitted that while employed as a Teacher-On-Call with a school district, she requested a statement of earnings to submit to her financial institution. After receiving the letter from the school district, she contacted the payroll clerk to request that the letter be revised to include only the salary information. The Member was informed by the payroll clerk that the letter was in the standard form that the school district used to provide information about its employees to financial institutions. Without the knowledge or permission of the school district, the Member altered the letter by deleting various pieces of information, including the payroll clerk’s contact information. On May 26, 2009, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement and the Member’s acceptance of a reprimand. The Member’s teaching certificate was cancelled in November 2007 for non-payment of fees.

admitted to professional misconduct. In the 2004 – 2005 school year, the Member taught at a secondary school and in 2005, was issued a letter of discipline for his marking and reporting of marks. The Member acknowledged and accepted that events in his personal life had a significant impact on his ability to properly carry out his duties. On July 4, 2008, the Preliminary Investigation Sub-Committee (the “Sub-Committee”) approved the Consensual Resolution Agreement and accepted the Member’s undertaking not to apply for a College teaching certificate until such time certain conditions are fulfilled. The Sub-Committee agreed to withhold his name from publication as publication of his name would cause grievous harm to him and his ability to comply with certain conditions.

on three occasions, was alleged to have made inappropriate comments towards students and behaved in a manner that was intimidating and/or disrespectful of students in her capacity as a teacher and librarian at a secondary school. During the period 2000 to 2005, the Member was undergoing difficult personal circumstances, which impacted her interpersonal skills, and was diagnosed with a medical condition and was found to be unfit to be in the classroom. A citation was issued on April 19, 2007. Subsequently, confirmation was received of the Member’s fitness to return to teaching. On September 4, 2008, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement and accepted the Member’s undertaking to fulfill certain conditions. The Sub-Committee rescinded the citation and in light of the circumstances, agreed to withhold the Member’s name from publication as it is satisfied that the public interest will be protected.

In September 2008, the member self-reported that he had been charged with assault, criminal harassment and uttering threats contrary to sections 266, 264, and 264.1 of the Criminal Code of Canada, arising from incidents involving his wife. He then pled guilty to a charge of assault and two breaches of probation and criminal harassment. On September 14, 2009, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement in which he agreed to provide the College with a medical report confirming that he is free from any issues related to alcohol and anger management, and a written statement acknowledging how his conduct reflects poorly on the teaching profession.

admitted to professional misconduct. In 2007, the Member accompanied a small group of students to a music festival. While at the festival, he smoked marijuana with two seventeen-year-old students. An RCMP officer approached the Member and asked if he had any marijuana in his possession, to which he responded in the negative. This response was untruthful as the Member had two additional marijuana cigarettes on his person. He was arrested by the RCMP and charged with trafficking marijuana pursuant to the Controlled Drugs and Substances Act. In December 2007, the criminal charges were stayed by Crown Counsel. On December 16, 2008, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement in which the Member voluntarily surrendered his College Certificate of Qualification and his undertaking not to re-apply for a College Certificate of Qualification for at least five years. The Sub-Committee agreed to withhold the Member’s name from publication as it is satisfied that the public interest will be protected.

received an unsatisfactory performance evaluation in June 2004 while employed as an elementary school teacher. He completed a formal teacher improvement plan during the period of November 2006 to January 2007. A second performance evaluation was scheduled for the 2007-2008 school year. The Member resigned from his employment in October 2007. In June 2008 he was diagnosed with a medical condition that impacted his competency to teach, and he has since undergone treatment for said condition. On December 11, 2009, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement and accepted the Member’s undertaking that upon returning to teaching, he will provide written notice of his practising status and authorization to the College to obtain evaluation reports from his employer.

was issued a letter of warning by his employer for inappropriately touching a student in June 2005. The letter referenced prior letters of discipline issued to the Member for inappropriate contact with students that had not previously been reported to the College. The Member was then issued a letter of direction in April 2006 concerning a complaint by a student of inappropriate touching. The Member denied that he ever touched students inappropriately. A citation was issued on October 26, 2010. On December 21, 2011, the Preliminary Investigation Sub-Committee approved the Consent Resolution Agreement in which the Member acknowledged that should he ever apply for a new certificate, this agreement would be considered in making a determination regarding his fitness for certification. As a result, the citation was rescinded. The Member’s certificate of qualification was cancelled for non-payment of fees in 2008.

Between 2003 and 2007, he received three less than satisfactory teaching reports from the school district where he was employed until his resignation in November 2007. The Member acknowledged that he was disrespectful towards students, such as imitating student behaviour in a mocking manner and ripping up a student assignment in front of classmates. Further, that he failed to create a varied and stimulating learning environment or respond to the individual learning challenges of students. On May 26, 2009, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement and accepted the Member’s undertaking not to practice or return to teaching until such time certain conditions are fulfilled.

The Member admitted that he assaulted a student, for which he plead guilty to a charge of assault and was granted a conditional discharge and probation. On September 14, 2009, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement in which the member agreed to relinquish his College Certificate of Qualification. He agreed to not apply for a new certificate until he provides a medical report that satisfies the Preliminary Investigation Sub-Committee.

From 1992 to 2006, the Member was advised by the secondary school principal that his conduct was inappropriate and his discipline of students was in contravention of the School Act. On one occasion, the Member struck a male student with an open palm to his head in order to get the student’s attention. After this incident, the Member was specifically instructed by the principal that it was his responsibility to “refrain from physical contact with students”. In addition, the Member verbally abused students and used inappropriate communication with a parent. admitted to incompetency due to being diagnosed with a medical condition. In October 2007, the Member entered a pharmacy and demanded medication from the pharmacist without payment. When the pharmacist declined the Member’s request, the Member began to shout threats and obscenities and damaged merchandise and store displays. The Member was subsequently arrested and charged under Section 264 (uttering threats) and 175 (causing a disturbance) and 430(4) (mischief) of the Criminal Code of Canada. On May 26, 2009 the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement and accepted the Member’s undertaking not to work in any position requiring a College teaching certificate until certain conditions are fulfilled. In light of the Member’s medical condition, the Preliminary Investigation Committee agreed to withhold his name from publication.

From January to April 2005, while on long-term medical leave, the Member engaged in unsolicited and unwanted verbal and social contact with a bank employee. The conduct included asking her out repeatedly; waiting for her after work; and attending her baseball games. Following a report of his conduct to the police, he was admitted to hospital. The Member was further diagnosed with a medical condition. On September 14, 2009, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement in which the Member agreed to an undertaking that prior to returning to practice as a teacher, he would submit an up-to-date medical report that would satisfy the Sub-Committee of his fitness to teach.

admitted to professional misconduct. The incidences took place between 2005 and 2006, when the Member was employed as a middle school teacher until his resignation on January 1, 2007. In the first instance, the Member spoke to a student in a derogatory manner in front of the class and had massaged the student’s shoulders and tickled him. Secondly, the Member made an inappropriate remark about his wife in front of his students. Thirdly, the Member revealed to his class, the contents of a note that he had intercepted from a student who was subsequently suspended. Fourthly, at a meeting with the school principal, the Member refused to accept the written Notice of Investigation and left the school without making suitable arrangements for the conduct of his class. On May 26, 2009, the Preliminary Investigation Sub-Committee accepted the Consensual Resolution Agreement under which the Member relinquished his College Professional Certificate and agreed not to apply for a certificate in the future. The Sub-Committee agreed to withhold the Member’s name from publication in order to maintain the confidentiality of the students involved in the events.

She does not presently hold a valid College certificate. Mr. Monteith was employed as a secondary school teacher when he engaged in the following inappropriate conduct: using sexualized language in class, inviting underage female students to visit with him socially at his apartment where he served them alcoholic beverages often until they were intoxicated, consuming alcohol himself to the point of intoxication and smoking marijuana in the presence of students at his apartment, and engaging in inappropriate physical contact with at least three female students including kissing, hugging, massaging and sexual touching. Mr. Monteith also engaged in deception during the school district’s investigation into his conduct. He was subsequently charged with three counts of sexual exploitation under the Criminal Code of Canada. In February 2009, Mr. Monteith pled guilty to one count of sexual exploitation and was sentenced to 45 days of incarceration and one year of probation. On March 4, 2010, the Preliminary Investigation Sub-Committee approved the Consent Resolution Agreement in which Mr. Monteith agreed to relinquish his College certificate of qualification and will not reapply for an indefinite period of time. His College certificate of qualification was cancelled for non-payment of fees on November 1, 2009.

admitted to professional misconduct and agreed that his conduct was contrary to College Standards 1 and 2. During the summer of 2007, Mr. Sunter initiated a friendship through e-mail with a former student of his, who was then 17 years old, and they continued to correspond by e-mail for several months. Their correspondence became increasingly sexually suggestive and they eventually made a plan to meet at a hotel for the purpose of having sex. In January 2008, they met as pre-arranged and had consensual sex. After a teaching assistant became aware of the incident and reported it to authorities, Mr. Sunter pled guilty to sexual exploitation under section 153 of the Criminal Code of Canada. On June 17, 2011, the Preliminary Investigation Sub-Committee approved the Consent Resolution Agreement in which Mr. Sunter agreed not to reapply for admission to the College for a period of no less than 10 years. Mr. Sunter’s College certificate of qualification was cancelled on November 1, 2010 for non-payment of fees.

admitted to professional misconduct. While Mr. Trask was employed as an elementary school teacher in 2007, several students made allegations that Mr. Trask used the students’ washrooms while students were present, causing them discomfort, and, on more than one occasion, put his hand on the shoulder of a student while the student was urinating. Mr. Trask admitted to using the boys’ washroom and accepted that his behaviour towards students was perceived by them to be unduly familiar and to have violated the proper boundaries between teacher and student. On October 20, 2010, the College issued a citation to Mr. Trask. On June 17, 2011, the Preliminary Investigation Sub-Committee approved the Consent Resolution Agreement in which Mr. Trask agreed to relinquish his College certificate of qualification. As a result, the citation was rescinded.

admitted that he had inappropriate physical contact with a student by placing a pop bottle between her legs, above the knees. Further, he admitted that he removed a stray hair from the upper chest area of another female student. On both occasions, Mr. Walraven stated that he did not intend his actions to be sexual in nature. On June 26, 2006, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement under which the respondent relinquished his teaching certificate.

admitted to professional misconduct and agreed that his conduct was contrary to College Standards 1, 2 and 3. A district investigation determined that while employed as a high school teacher, Mr. Weening engaged in an inappropriate relationship with a female student, who was then 17 years old. Mr. Weening began tutoring the student in English. Then they exchanged email addresses and other contact information. The relationship developed initially through electronic means, such as text messages, emails and Twitter. On one day in March 2011, Mr. Weening and the student exchanged Twitter messages over a span of approximately seven hours and covered many personal topics. Throughout April 2011, the relationship and communications between Mr. Weening and the student became increasingly personal. By early May 2011, the relationship became more openly personal, including statements of love and vague conversations about a future together. Immediately after the student’s parent discovered evidence of the relationship, Mr. Weening instructed the student to delete her Twitter account and said that he would also delete his. Both Mr. Weening and the student deny having had any physical contact beyond “hugging.” On December 21, 2011, the Preliminary Investigation Sub-Committee approved the Consent Resolution Agreement in which Mr. Weening undertook that he would not re-apply for, nor would he be issued, a certificate of qualification for a period of no less than five years. Mr. Weening relinquished his College certificate of qualification on November 13, 2011.

admitted to and was found guilty of professional misconduct and conduct unbecoming a member of the College. Mr. Weinstein, a Principal, was found to have participated in and benefited from an ongoing arrangement of contractual "kickback" payments. He received $11,300 in payments from contractors with a school district with the knowledge that he had delivered no products or rendered any services beyond his regular duties as an employee of the school board. Mr. Weinstein has since made restitution to the school district in the amount of $11,300. On June 7, 2007, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement and Mr. Weinstein received a six-month suspension of his certificate of qualification, which ended on June 30, 2007.

admitted to professional misconduct. At the conclusion of the 1982-1983 school year, Mr. Yaskow signed the yearbook of a female student in his grade 9 social studies class, and gave her a note that said “for your eyes only.” In the note, he expressed his fondness for her. During the summer of 1983, the student worked for Mr. Yaskow by preparing transparencies for the upcoming school year, and a relationship developed between them. The relationship progressed from holding hands, hugging and kissing to, eventually, sexual intercourse. The student did not return to the same school the next year, which had been decided before the two became involved. The relationship between Mr. Yaskow and the student was that of a boyfriend and girlfriend in love, and it continued for over one year. On July 15, 2010, the Preliminary Investigation Sub-Committee approved the Consent Resolution Agreement in which Mr. Yaskow agreed to relinquish his College certificate of qualification.

admitted to and was found guilty of professional misconduct. Mr. Young, a math department head as well as an athletic director and basketball coach of a school, engaged in a personal relationship with a 15 year old female student who was a member of the school's basketball team, in or about December 2005. Mr. Young described the relationship with the student as taking a sexual turn in January 2006, following a senior girl's basketball trip. On October 24, 2006, the Preliminary Investigation Sub-Committee approved the Consensual Resolution Agreement and the respondent's certificate of qualification was cancelled.
