admitted to professional misconduct. In June 2004, while employed as a secondary school teacher, the Member
engaged in “wrestling” horseplay with a female student, during which he placed his hand down the front of
her pants. In November 2004, the Member and several students placed reinforcement stickers on one another
as a form of joke. Shortly after this, while alone in his office with one of the students, the Member placed
stickers on her stomach, placed his fingers inside the waistband of her pants and touched her stomach. During
the district’s investigation, the Member attempted to persuade this student not to disclose his behaviour to
the district. The Member acknowledged that he engaged in this behaviour, but that the physical contact was
unintended. On September 8, 2008, the College issued a citation to the Member. On November 23, 2010, the
Preliminary Investigation Sub-Committee approved the Consent Resolution Agreement in which the Member agreed
that the College will not issue him a College certificate of qualification for an indeterminate time, and
should he ever apply for a new teaching certificate, his application will be referred to the Fitness
Investigation Sub-Committee in accordance with section 25 of the Teaching Profession Act. As part of
the agreement, the citation was rescinded. The Member’s College certificate of qualification was
cancelled for non-payment of fees on November 1, 2008.
